PFL Europe Official Rules

Version 2 - Effective As of April 1, 2025

1. General

1.1 2025 PFL Europe Tournament Format Overview

  1. The 2025 PFL Europe Tournament will consist of 4 events: 2 first round events, 1 semifinal event, and 1 Finals event. The PFL can change the schedule at its discretion.
  2. There will be 2 PFL Europe weight divisions. Each division will have an 8-fighter tournament bracket. Fighters will be scheduled to compete in 1 first round fight, with the opportunity to win and progress in the tournament.
  3. The tournament will be single elimination. Win to advance, losers are eliminated.
  4. The two fighters who advance out of the semifinals in each division will compete for the 2025 PFL Europe Title in their division in a 5-round fight.
  5. All PFL Europe bouts will follow the Unified Rules of Mixed Martial Arts

1.2 PFL Europe Tournament Brackets

  1. The league will release a bracket for each of the 2 weight divisions at the beginning of the competition. Opponents will be based on the league bracket. It will be at the sole discretion of the league to create the bracket and determine opponents, subject to commission approval.
  2. The league reserves the right to change matchups at any time.

1.3 Weight Divisions

  1. The 2025 PFL Europe Tournament will feature 2 men's weight divisions
  2. Men's Divisions
    • Bantamweight - 135 lbs. / 61.2 kg
    • Lightweight - 155 lbs. / 70.3 kg
  3. Fighters will be allowed a one-pound overage for first round and semifinal bouts, subject to commission approval. Finals bout competitors will not be given any weight allowance and will have to meet the upper limit of the division they are scheduled to compete in.
  4. Fighters in a division will fight any other fighter in their weight division as directed by the league, subject to commission approval.
  5. Weight divisions may be adjusted to conform with commission requirements.

1.4 Commissions

Fights throughout the 2025 PFL Europe Tournament will be held in various jurisdictions, and each fight will be governed by the regulations and rules of the commission for the jurisdiction in which the fight takes place. Should an inconsistency arise at any point throughout the tournament between the application of the league rules and applicable commission rules, the commission rules will take precedence, with the exception of variances approved by the commission. Tiebreakers and brackets for intra-league purposes are within the discretion of the league.

1.5 Code of Conduct

All fighters, corners, managers, coaches, friends and family members will be required to abide by the league rules and code of conduct while present at any PFL Europe event or ancillary league- related function. The PFL Europe code of conduct is posted at the following link: www.pfleurope.com/code

1.6 Gloves

  1. All gloves will be supplied by the PFL and will have been previously approved by the commission.
  2. Gloves will be between four and six ounces in weight. Larger sized gloves (3XL-4XL) may slightly exceed the six-ounce limit.

1.7 Apparel

  1. All apparel sponsorships need to be preapproved by the PFL no later than 21 days before bouts (including but not limited to: body art, walkout clothes, apparel and gear, t-shirts, hats, beanies, fight shorts, gloves, robes, shoes, and banners).
  2. Fighters are allowed to wear league-approved MMA board shorts or compression shorts.
  3. Upper body garments (shirts, gi's, tank tops, etc.) are prohibited in the men's divisions, except as authorized by the league and the commission.
  4. Shoes of any kind are prohibited during a fight, except as authorized by the league and the commission.
  5. Fighters must wear league gear for weigh-ins and walk-outs.

1.8 Technology

Fighters will be required to use biometric-sensing and fighter-tracking technology in the SmartCage as approved by both the league and commission.

1.9 Appeal Process

  1. During the PFL Europe Tournament first round and semifinals, the PFL bases advancement in the bracket on commission rulings. If a fighter wishes to appeal a commission ruling during the first round or semifinals, they must do so within 3 business days of the fight in question. The PFL will honor any subsequent changes made by the commission as long as the commission comes to an official decision on the appeal at least 30 days prior to the fighter's next schedued bout. Without a successful appeal before the appeal period ends, the fighter may be disqualified from the tournament at the league's discretion.
  2. Any decisions by the commission during the Finals round will be final at the conclusion of the fight. Any appeal taken of those decisions will have no bearing on Finals results for league purposes, except as may be determined by the league at its discretion.

2. First Round and Semifinals

2.1 Bout Specifications

  1. 3 rounds
  2. 5-minute rounds
  3. 1-minute rest period between rounds

2.2 Results

  1. Fighters who win their bout progress to the next round in their weight division's tournament bracket.
  2. If a fight ends in a draw:
    1. If a fighter misses weight, he/she would lose any tiebreaker at the league's discretion.
    2. If both fighters made weight, the three judges will each be asked to choose the fighter who they think had the most complete body of work for the entirety of the fight. The fighter chosen most often will advance. This process is subject to commission approval.
    3. If the commission does not approve the above process, the fighter who scored higher on the combined judges' scorecards for the $3^{rd}$ round will advance. If the two fighters were tied on the combined judges' scorecards in the $3^{rd}$ round, the same process will be followed for the $2^{nd}$ round to determine who advances, and so on. If the two fighters are tied on every round, a coin toss will determine the fighter who advances.
  3. If a fight results in a No Contest or No Decision:
    1. If a fighter misses weight, he/she would lose any tiebreaker at the league's discretion.
    2. If both fighters made weight, the three judges will each be asked to choose the fighter who they think had the most complete body of work for the entirety of the fight. The fighter chosen most often will advance. This process is subject to commission approval.
    3. If the commission does not approve the above process, then the following process will apply:
      1. If the fight ends before the conclusion of the first round, there will be a coin toss to determine who advances.
      2. If the fight ends after the conclusion of the first round, the fighter who scored higher on the combined judges' scorecards for round 1 will advance.
      3. If the fight ends after the conclusion of the second round, the fighter who scored higher on the combined judges' scorecards for rounds 1 and 2 will advance. If the two fighters are tied, then the draw tiebreaker in 2.2b will be used to determine the winner.
  4. If a fighter's opponent becomes unavailable for any reason, and there is no alternate available, then in PFL's sole discretion either the fight may be rescheduled for a later date (in which case the fighter that made weight will be paid their contracted show purse if they were otherwise ready, willing, and able to compete), or the fighter that made weight will receive a walkover, his/her contracted show and win purse, and will advance to the next round of the tournament, provided that they were otherwise ready, willing, and able to compete.

2.3 Making Weight

  1. In the First Round and Semifinals, fighters will be allowed a one-pound overage, subject to commission approval.
  2. If a fighter misses weight, and is able to compete, the bout may move forward as scheduled at PFL's sole discretion. If the fighter who missed weight is permitted to proceed, then that fighter will be forced to surrender 20% of their total show purse to their opponent. Both fighters will be eligible to earn their full win purse based on the outcome of the fight.
  3. If a fighter misses weight and is unable to compete, or PFL decides to withdraw the fighter who missed weight from the bout, that fighter will not be paid for the fight. In that instance, the PFL will attempt to replace the scheduled opponent with an alternate. If an alternate is available, then the alternate will take the place of the fighter who missed weight. If an alternate is not available, then the fight may be rescheduled at the PFL's discretion. If the fight is not rescheduled, then the fighter who made weight will receive a walkover win, their contracted show and win purse, and will advance in the bracket, provided that fighter is otherwise ready, willing and able to compete.
  4. If two or more athletes in a weight division miss weight, or become unable to compete for any reason, the league reserves the right to alter matchups so that the minimum number of fights are lost.

2.4 Injuries and Replacements

  1. PFL Europe may have a pool of alternate fighters to draw from in the event that one of the league fighters in a division is unable to compete.
  2. Alternates who fight are eligible to progress in the tournament.

2.5 Failed Drug Tests

  1. If a fighter fails a drug test after his/her first round or semifinal fight, the fighter can appeal. The PFL will honor any subsequent determination made by the commission or the PFL's antidoping program administrator as long as the commission or administrator comes to an official decision on the appeal at least 30 days prior to the fighter's next scheduled bout.
  2. Without a successful appeal before the appeal period ends, the fighter may be disqualified from the tournament at the league's discretion.
  3. Any fighter who lost or drew against a doping fighter receives a walkover win and advances, but does not receive win money.

3. Finals

3.1 Bout Specifications

  1. 5 rounds
  2. 5-minute rounds
  3. 1-minute rest period between rounds

3.2 Making Weight

  1. Finals bout competitors will not be given any allowance and will have to meet the upper limit of the division they are scheduled to compete in.
  2. If a Finals bout competitor fails to make weight, and is able to compete, the bout may move forward as scheduled at PFL's sole discretion. But this would not be a championship fight for the fighter who missed weight. That fighter would need to give 20% of his/her show purse to the opponent and if the fighter who missed weight wins he/she will not be declared a Champion, will not get a title belt and will not earn the champion bonus.
  3. If a fighter misses weight and is unable to compete, or PFL decides to withdraw the fighter who missed weight from the bout, that fighter will not be paid for the fight. In that instance, the PFL will attempt to replace the scheduled opponent with an alternate. If an alternate is not available, then the fight may be rescheduled at the PFL's discretion. If the fight is not rescheduled, then the fight will be canceled and no fighter will be awarded the 2025 PFL Europe title for that weight division. In that instance, the fighter who made weight will receive their contracted show purse, provided that fighter is otherwise ready, willing and able to compete.

3.3 Matchups and Alternates

  1. Finals alternates will be named from losing semifinalists, if available, at the league's discretion.
  2. The alternate will be required to show up and make weight for the Finals in order to be eligible to compete if needed.
  3. If a semifinal winner is unable to compete in the Finals, the alternate will step in and compete for the title, provided the alternate makes weight. The winner will be the 2025 PFL Europe Champion for that weight division.

3.4 Draws, No Contests and Walkovers

In the event that a Finals fight ends in a draw, a no contest, no decision or walkover, no fighter will be awarded the 2025 PFL Europe Title for that weight division.

3.5 Failed Drug Tests

  1. After the Finals, if there is a positive drug test by a winner, the fighter will have 10 business days to file an appeal. The league will rely on the final adjudication of the appeal. Without a successful appeal, the Finals bout will be ruled a no contest, no fighter will be awarded the 2025 PFL Europe Title for that weight division and no champion bonus will be distributed.
